In addition, the fact that some of the major banks are controlled by wealthy family groups adds another tier of problems lying in an oligopoly controlling core assets of economic activity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2022, two new digital banks were licensed, One Zero Digital Bank, which became the first new Israeli bank in 44 years, followed by, \u201cEsh Bank Israel,\u201d which received a bank license in the end of 2022.<\/span><\/p><p>In the last decade, many foreign banks have opened representative offices in Israel. However, none of them have started genuine retail commercial activity in the country, and most of them work on recruiting customers for the investment banking and private banking sphere.&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Along with licensing two new digital banks, the Banking Supervision Department in the Bank of Israel (\u201cBOI\u201d) is working to increase competition in the banking sector by:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Granting a license for two new companies to operate as credit card clearing companies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Incentivizing the use of the Central Credit Register (CCR) to create competition in the retail credit market, expanding access to credit and enabling an expansion of the information available to credit providers wishing to evaluate a customer\u2019s credit risk level.<\/span><\/li>\n<\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-60c9794 elementor-widget elementor-widget-heading\" data-id=\"60c9794\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Credit Rating<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-17d25c3 elementor-widget elementor-widget-text-editor\" data-id=\"17d25c3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Israel\u2019s government bonds have been rated since 1988 by the credit rating agency Standard &amp; Poor\u2019s (S&amp;P).<\/span><\/p><p><span style=\"font-weight: 400;\">Israel was first rated by credit rating agencies Fitch and Moody\u2019s in 1995. Israel\u2019s Foreign Currency Credit Ratings (as of end-2025)<\/span><\/p><ul><li aria-level=\"1\"><span style=\"font-weight: 400;\">S&amp;P:\u00a0<\/span>A \/ A-1<\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Fitch: A<\/span><\/li><li aria-level=\"1\"><span style=\"font-weight: 400;\">Moody\u2019s:\u00a0<\/span>BAA1<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b50858e elementor-widget elementor-widget-heading\" data-id=\"b50858e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Regulation and Regulatory Bodies<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-001407e elementor-widget elementor-widget-text-editor\" data-id=\"001407e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The regulation of banks constitutes a significant proportion of the activity of the central bank, the \u201cBank of Israel\u201d. The well-developed regulation, alongside effective control of the banks\u2019 activities, is what eventually ensured the ability of Israel\u2019s banking system to weather the devastating effects that the global banking system suffered during the 2008 crisis. Due to strictly enforced regulation, the banks in Israel abstained from extending unsecured credit and made sure that suitable reserves would be included in the various aspects of their activity. When such problematic credit was discovered, the banks had sufficient reserves to cope with it during this crisis, as well as during aftershocks that stemmed from it.<\/span><\/p>\n<p>Despite the above, some believe that Israel&#8217;s financial system has a major risk component because of the high volume of credit that is given to households for financing residential mortgages. Most of the mortgages in Israel are taken at fixed interest rates with or without an &#8220;exit&#8221; option for updating the interest rate periodically, while only minority of the mortgages are linked to the Consumer Price Index (CPI).
